Concerns that Telford was the centre of an organised child-sex ring first emerged in May 2013*, when seven men were jailed for a string of offences relating to four teenage girls who in the words of one of them was ‘passed around like a piece of meat’.

Mubarek Ali, who lived with his brother Ahdel Ali in Regent Street, Wellington, Telford, TF1 1 was convicted of seven offences, four of controlling child prostitution, causing child prostitution and two offences of trafficking children for prostitution. The ringleader of a Telford child sex abuse gang has been recalled to prison, nine months after being released, an MP said.

Telford MP Lucy Allan said Mubarek Ali was recalled for breaching his licence.

He was jailed in 2012 for his role at the head of the Operation Chalice gang, and, she said, automatically released, external in November.

Ms Allan has now called for him to serve the remainder of his licence period behind bars.

Ali, 35, who was of Regent Street, Wellington at the time of his conviction, was freed from prison in November 2017.

He was given a sentence of 14 years’ immediate custody and eight years on licence in 2012 for four charges of controlling child prostitution, two of trafficking in the UK for sexual exploitation and a charge of causing child prostitution.

Because of time served on remand, his release was automatic at the halfway point of his sentence.

Ms Allen said there are “many questions to be answered” about why Ali was let out, claiming he was not seen by a parole board before his release, and also about how the justice system treats grooming cases.

Ms Allen added: “Now he is back in jail, justice demands that he must serve the remainder of his sentence in custody; anything less would show a casual disregard for the nature of his crimes and for the victims whose lives he changed forever.”

The Ministry of Justice said it does not comment on individual cases, while the Parole Board said: “If he had been recalled, we would not be notified.”

A grooming gang ringleader will stay behind bars for longer after the Parole Board refused to release him.

Mubarek Ali was jailed for 14 years in 2012 for a string of sexual offences after he and a group of other men, including his brother, preyed on young girls in Telford, Shropshire.

Ali, who was released in 2017, broke his licence conditions.

Parole judges “could find no evidence to suggest that his level of risk towards others had reduced”.

They were “not satisfied” Ali was suitable for release, according to a document setting out the decision.

In what was thought to be one of the largest operations in the history of West Mercia Police, about 50 officers worked on the investigation to break up the child sexual exploitation ring.

Ali’s crimes included child sexual exploitation and trafficking for sexual exploitation.

He was released automatically part way through his sentence in 2017, but was sent back to prison just under a year later after breaking his licence conditions.

Now 38, this is Ali’s second review by the Parole Board since his recall.

He will be eligible for another parole review before his sentence comes to an end in October 2032.

Mubarek Ali jailed 12 years ago for a string of child sex offences in Telford has admitted further charges.

Mubarek Ali, 40, whose address was given as HMP Hewell, pleaded guilty at Shrewsbury Crown Court to rape, trafficking and other offences against a young girl between 2004 and 2008.

Ali was part of a paedophile ring uncovered in the town and brought to justice in 2012 as part of Operation Chalice.

He will be sentenced for the new crimes on 20 May.

Det Sgt Cindi Lee of West Mercia Police said: “This case is harrowing and shocking and Ali caused what is likely to be lifelong trauma to the victim.”

She added: “Ali is a highly dangerous individual who preyed on young girls, and it is incomprehensible that he would commit such crimes against them.”

Refused parole

Ali was automatically released in 2017 after completing half his sentence but recalled to prison nine months later for breaching the terms of his licence.

That meant the extra years he would have spent on licence were added to his custodial sentence, taking it to 2032.

He then applied unsuccessfully for release in 2022, when the parole board ruled, he remained a risk to the public.
